Selectmen’s Meeting Minutes
Thursday, March 1, 2012 – 6:30 pm

The meeting was called to order at 6:30 PM by Chairman Kullgren.

6:30 PM: Document Review and Signing

The Selectmen reviewed the weekly Payroll manifest, signed checks, and reviewed items in the Selectmen’s reading file. The Police Department forwarded two cards from residents thanking the police department for arresting the burglars who had been stealing from local homes.  

6:50 PM: Building Inspector

Mr. Hopkins came before the Selectmen in order to address a recent increase in his hourly rate. He explained to the Board of Selectmen that with recent gas price increases, the previous rate of $25.00 dollars per hour was not covering his costs. Mr. Hopkins explained that a $5.00 increase was necessary to account for the higher cost of gas. Notwithstanding the increase in the hourly rate, Mr. Hopkins said that he and the Administrator had talked about his budget and had reduced the overall payroll line item because there hasn’t been as much construction. Additionally, the increase in the hourly rate is effectively lower than if the Town reimbursed for mileage. In another town where Mr. Hopkins is the building inspector they decided to pay a mileage reimbursement and the effective rate is a little over $33.00 an hour instead of the$30.00 an hour that he had advocated.  The net result is that the payroll line is reduced and the building inspector costs are in-line with the cost of fuel said Mr. Hopkins.

7:05 PM: Non-Public Session

At 7:05 PM Chairman Kullgren suggested that the Board should vote to enter a non-public session to discuss an employee related matter. A motion made by Chairman Kullgren was seconded by Selectman Wimpory. On a roll call vote of 3-0 the Board entered a non-public session under 91-A:3 II a.

At 7:14 the Board voted to return to the regular session on a roll call vote of 3-0. It was noted that no decisions were made during the meeting.

7:15 PM: Other Business updates

The Board reviewed two quotes provided by Tim Murray to repair ductwork at the Meeting House. The two quotes did not address the repairs with the same measures and the pricing was significantly different. As a result the quotes were inconclusive in addressing the cost of the repairs. The Board requested that the DPW Supervisor revisit the two companies and ask them to address a baseline criterion provided by the Town and also to get additional bids if possible.

Two additional resumes for the Welfare Director position were reviewed. The Board asked several questions about the candidates and asked for a comparison between the two leading candidates. The Board asked if there were a sufficient number of applicants to make a decision.

The Board noted an invoice for flags, and the Administrator was asked to speak to the DPW Supervisor about whether the flags could be preserved by taking them down after a holiday. In the past there have been replacement flags ordered on a regular basis because the flags deteriorate when they are flown 24/7 in all types of weather.

The Administrator noted as follow up for Selectman Wimpory, who had been on vacation, that the DPW had addressed the mold in the basement bathroom at the Library. The DPW had also used spray foam to seal around the basement windows where air leaks were clearly visible.

Adjournment

There being no further business, Chairman Kullgren moved to adjourn the meeting.  Selectwoman Day seconded.  The motion carried unanimously.

The meeting adjourned at 7:45 PM
